Dr. Chang Kuo-en was appointed the 13th president of National Taiwan Normal University (NTNU) on February 22, 2010 by the National Science Council (NSC). Holder of a PhD in electrical engineering from National Taiwan University, Professor Chang began teaching at NTNU in 1987. As well as teaching he has also served as director of the NTNU Computer Center, the director of the university library and as vice president. He is a past recipient of the NSC Excellent Research Award and has been director of various NSC research programs. Dr. Chang was convener of the National E-learning Division Project (2003-2007) in phase one of the National Science and Technology Program for e-Learning(ELNP), founder and convener of the e-Learning Quality Certification Center (2005-present), convener for Information Education for the Department of Science Education, NSC (2006-2010) and was the convener of the e-Learning for Chinese Language Project in phase two of TELDAP, making a substantial contribution to national research programs.
