「創意加值應用」著重於使用數位內容素材庫,廣納產業界技術與行銷策略,厚植數位典藏整合加值技術之經驗與人才,透過產官學合作、數位授權、市場行銷機制,激發各方加值創意發想具體落實。創意加值產出進一步亦可開發成整合性商品成為數位學習教材(如:有聲電子書、雕塑書籍等),提供研究、教育、及大眾使用,商業模式則是將素材內容提供給商品製造商進行加工設計再販售給消費者(B2B2C,business to business to consumer),以及訂定目標市場為各級圖書館或各級學校與出版業者(B2L,business to library)、以及數位內容工作與加值產業者(B2B,business to business)。
