全球競爭化的世代來臨,各國為了提升國家人民之競爭能力,紛紛提出21世紀公民所應具備之4C及運用資訊科技的能力,所謂4C就是:「批判性思考與問題解決(critical thinking and problem solving)、有效溝通(effective communication)、團隊共創(collaboration and building)、創造與創新(creativity and innovation)」,而運用資訊的能力則是指運用資訊科技進行學習或是解決所面對的問題。換言之,各國皆希望培養自身國民與學生在面對全球高度知識經濟的競爭下,能夠擁有不斷學習、研發創造、高度思考力、與問題解決的能力。
School2.0提供一個學習生態系統(Learning Ecosystem),清楚描繪出一個能夠培養21世紀能力的校園藍圖,這個系統中包含四大元素,分別是:一、學校基礎科技建設(infrastructure),二、政策規劃與實施(planning and implementation),三、學校相關的人員參與(stakeholder),四、學習環境營造(Learning Environment)。
