說起中華電信，不只是臺灣電信業龍頭，而且在臺灣電信史上更是佔有非常重要的地位。回憶民國38年臺灣電信管理局成立，那時候隸屬於交通部電信總局，掌管臺灣所有通信事業，而電信總局除了負責政策、法規的制訂、監督，是政府的行政部門，也承辦所有的電信業務服務事宜，兼有主管與經營電信事業的雙重角色。隨著國際經濟自由化浪潮，公營事業民營化成為趨勢，中華電信由電信總局經公司化而蛻變為民營化的公司。
