World Wide Web Consortium（簡稱W3C，全球資訊網協會），由Tim Berners-Lee（提姆‧柏納李）發起，盼能明確、有效且完整的制定一系列網路標準規範，以解決網路應用時不同平台中技術不相容的問題，藉以保障網路資訊能完整暢通。全球資訊網協會於全球已有400多個會員，如Google、微軟等大型企業皆已在列，主導標準規範的制定，即能掌握產業發展的命脈。目前臺灣參與的機構有工業技術研究院及中央研究院，數位典藏與數位學習國家型科技計畫共同主持人暨中央研究院資訊科學研究所特聘研究員李德財院士表示，數位典藏與數位學習國家型科技計畫即為參與電子書規格制定標準，解決中文缺字與直排書寫問題，加入全球資訊網協會，並歡迎計畫內有興趣的同仁加入標準制定工作小組，導入創新技術，共同將臺灣電子書標準推廣至世界舞台。
